How do you get a financial services licence in ADGM?
By being authorised by the FSRA first. ADGM states that financial entities under Category A must submit an application with the FSRA prior to applying for incorporation with the Registration Authority[ADGM RA — Schedule of Fees].
The FSRA regulates financial services under the Financial Services and Markets Regulations (FSMR), modelled on the UK's Financial Services and Markets Act 2000[FSRA].
Registration Authority fees for Category A are USD 17,000 to register and USD 16,500 a year[ADGM RA — Schedule of Fees] — which is the RA's charge alone, and not the cost of being authorised.
Why this is a different exercise
Registering a company is an administrative act: you meet the requirements, you pay, you are registered. Authorisation is a judgement. The FSRA is deciding whether your firm should be permitted to handle other people's money, and it will form a view on your business model, your systems, your capital and the individuals running it.
Three consequences follow, and every one of them surprises people who budgeted for a company formation.
The sequence inverts. The FSRA application comes before incorporation[ADGM RA — Schedule of Fees]. Your critical path is the authorisation, not the registration.
The timeline is not in days. ADGM's 10-business-day expectation is for Registration Authority approval of a complete application. It does not describe FSRA authorisation.

Are you actually in Category A?
Resolve this before anything else. Getting it wrong does not delay you — it means you applied to the wrong authority for the wrong thing.
ADGM licenses by activity category, and Category A is Financial Business Activities[ADGM RA — Schedule of Fees]. ADGM points applicants to the FSRA rulebook for permitted financial services activities[FSRA] and publishes a searchable register of permitted activities showing the category each falls into[ADGM — Permitted Activities].
The reliable boundary cases: payments, lending, advising on or arranging investments, managing assets for others, operating a trading platform or venue, custody, insurance intermediation, and dealing in virtual assets. If your model touches any of them, assume Category A until an adviser confirms otherwise in writing.
ADGM's own instruction is to contact the FSRA to start the process, arrange a meeting and receive guidance[FSRA]. That pre-application engagement is normal and worth doing early.
What it costs — and what the figure excludes
Registration Authority fees, Category A[ADGM RA — Schedule of Fees]: name reservation USD 200, application USD 300, commercial licence USD 200, business activity fee USD 16,000, data protection USD 300 — USD 17,000, renewing at USD 16,500.
Now the part that matters more. That figure excludes:
- FSRA fees. Set out in the FSRA's own FEES rulebook, varying by permission, entirely separate from the RA schedule. We do not reproduce them because we have not read that rulebook in full — go to the FSRA[ADGM Legislation].
- Regulatory capital. An authorised person must hold sufficient capital resources at all times to meet its capital requirement, and the amount depends on the prudential category its permissions place it in. Confirm the current figure against the FSRA's prudential rulebook rather than any summary — the framework has been under active review, and a stale capital number is a dangerous thing to plan around.
- People. A compliance officer, an MLRO, and systems and controls the FSRA expects to see operating rather than merely documented.
- The registered office, premises and everything else in the standard cost breakdown.
Reading USD 17,000 as the cost of a financial licence understates it by an order of magnitude. If a provider quotes you a financial services setup close to that number, they are quoting the registration and not the authorisation.
The one fee break
ADGM's incentivised schedule includes Venture Capital Fund Managers at USD 1,500 for three years, for FSRA-approved applicants, covering registration and two consecutive renewals[ADGM RA — Schedule of Fees].
Note the conditions. It applies to FSRA-approved applicants — the approval is not made easier, only the RA's charge is reduced. And at the end of three years the entity reverts to standard Category A fees at USD 16,500 a year, which is a step worth modelling in advance.

A realistic sequence
- Establish the perimeter. Which of your activities, if any, are regulated. Get this in writing from someone qualified to give it.
- Engage the FSRA early. ADGM directs applicants to contact the FSRA to start the process and arrange a meeting[FSRA].
- Build the regulatory business plan. Written for a regulator, not an investor — the model, the client types, the flows, the risks and how they are controlled.
- Resolve capital and people before filing, not during.
- Then incorporate with the Registration Authority through the Online Registry Solution[ADGM RA — Registration & Incorporation].

Longer than registration, and not measured in the days ADGM quotes for Registration Authority approval. It depends on the permissions sought and the quality of the application. ADGM's own guidance is to engage the FSRA early and arrange a meeting before applying.
Is there a cheaper route for fund managers?
ADGM's incentivised fee for Venture Capital Fund Managers is USD 1,500 for three years, for FSRA-approved applicants. It reduces the Registration Authority's charge only — not FSRA fees, and not the authorisation standard.
