Coworking and desk space in ADGM

Whether a desk works in ADGM depends entirely on your licence. For one licence type the distinction between a dedicated desk and a hot-desk is decisive.

Can I use coworking space in ADGM?

Often yes — but the type of desk matters more than the building.

ADGM states that Tech Start-up Licence holders must have at least one dedicated desk or office space, and that hot-desking is not accepted[ADGM — Setting up FAQs]. That single sentence rules out the cheapest coworking tier for the licence most likely to want it.

Separately, every entity must maintain a registered office address in ADGM[ADGM RA — Schedule of Fees], evidenced by a lease filed with the incorporation application[ADGM RA — Al Reem guidance note]. So whatever desk you take has to come with paperwork ADGM will accept, not just a monthly membership.

Dedicated desk or hot desk — the distinction that decides it

Coworking operators sell a ladder of products, and ADGM treats two rungs of it very differently.

  • Hot-desking — you sit wherever is free. No assigned position, no exclusive right to any particular space.
  • A dedicated desk — a specific desk assigned to you, yours whether or not you are in the building.

For the Tech Start-up Licence, ADGM requires at least one dedicated desk or office space and states plainly that hot-desking is not accepted[ADGM — Setting up FAQs].

This is the single most expensive misunderstanding in ADGM workspace planning, because the two products can differ by a factor of several in price and look almost identical on a provider's website. If you are budgeting a Tech Start-up on a hot-desk membership, the budget is wrong.

Why the rule exists

The Tech Start-up Licence is offered at an incentivised fee — USD 1,500 covering registration and two renewals over three years[ADGM RA — Schedule of Fees]. The dedicated-desk condition is what keeps that from becoming an address-only product. ADGM is buying presence in the jurisdiction with the discount, and a desk nobody has a right to is not presence.

What the operator has to give you

A coworking membership agreement and a lease ADGM will accept are not automatically the same document.

The incorporation application requires the lease agreement for the proposed office space in ADGM[ADGM RA — Al Reem guidance note], and the intended registered office address is part of the application[ADGM RA — Al Reem guidance note]. Keeping that arrangement valid for the duration of the commercial licence is your obligation[ADGM RA — Al Reem guidance note].

Two questions to put to any operator before you sign, in writing:

  • What exactly will you issue that ADGM accepts for the incorporation filing, and have your documents been accepted before?
  • What happens at renewal — does the agreement run at least as long as the licence period, and what is the notice position if it does not?

A month-to-month membership that lapses mid-licence is a problem for you, not for the operator. This is the same alignment issue covered under office space: lease expiry and licence renewal are two clocks, and keeping them together is the licensee's job.

Desks and visa capacity

The question that follows almost immediately: how many people can I sponsor from a desk?

We do not publish a number, because ADGM does not publish a formula. Visa allocation is assessed against your space and your business, and figures circulating as fixed ratios — so many visas per desk — are not something we could find in an ADGM document. Anyone quoting you a hard ratio should be asked which published source it comes from.

What can be said safely is directional and matters for planning: sponsorship capacity generally follows physical space, so a hiring plan that outruns the desk count is a problem discovered late rather than early. Establish your allocation with ADGM or your provider before you commit to hires, not after. See employee visas and ADGM visas.

Note too that a work permit is a separate instrument from a residence visa, and some employees need one from you even where you do not sponsor their residence — UAE and GCC nationals, people on a spouse's sponsorship, and Golden or Green visa holders all require a full-time non-sponsored employee work permit[ADGM RA — Al Reem guidance note].

Who a desk actually suits

It suits a Tech Start-up meeting the dedicated-desk condition, a small consultancy with one or two people genuinely working in Abu Dhabi, and a young operating company that wants a real presence without an office lease it cannot yet justify.

It does not suit a passive holding vehicle, which does not need a workplace at all — an SPV needs a compliant registered office and nothing more, and paying for a desk it will never use is a straightforward waste. See virtual offices for what that arrangement actually involves.

It stops suiting a business the moment headcount outgrows the desks, because visa capacity and the licence both key off space. The transition to a private office is easier to plan at the point you sign the desk agreement than to improvise a year later.

One structural point worth carrying into the decision: premises come before the licence, not after. The lease is an application document[ADGM RA — Al Reem guidance note], so the desk search sits before the incorporation clock starts rather than after approval.
